"Ketchup as a vegetable" refers to a controversy that originated in 1981, during the Reagan administration, from school lunch program regulations proposed by the Food and Nutrition Service of the United States Department of Agriculture. Under its guidelines, the American school lunch program was required to provide five items—milk, meat, bread, vegetables, and fruit—but the program was forced to cut $1.5 billion from its budget under the Omnibus Budget Reconciliation Acts passed in 1980 and 1981. To address this, the FNS proposed allowing condiments such as pickle relish to count as a fruit or vegetable, provided they met the designated serving size; however, this proposal sparked severe public backlash because the phrasing would have also allowed ketchup to be classified as a vegetable. Background In the 1980s, U.S. President Ronald Reagan embarked on a sweeping economic program known as Reaganomics, and federal agencies, including the USDA, were each tasked with budget cuts totaling billions of dollars. In response, the USDA transferred the functions of the Community Services Administration to the Department of Health and Human Services and pushed for cuts to government spending on social safety nets, such as Medicaid, food stamps, and school lunch programs. Funding for school lunch programs had already been cut by 8% under the Omnibus Reconciliation Act of 1980 signed by his predecessor, Jimmy Carter, but the following year's Omnibus Budget Reconciliation Act of 1981 slashed it by another 25%, or $1.5 billion.
